Arthur William Billing and Mabel Spohr Billing were Methodist missionaries and teachers in Foochow (Fuzhou), China, until 1957. The Billings were strongly critical of U.S. government policies in Indochina, as well as policies of Chiang Kai Shek. After returning to the U.S., the Billings helped bring students to the University of Oregon, and aided some with financial assistance.
